They are not the date but are the postage due by the receiver. Spoleto has been the only pontifical post office to use a full set (0 to 9) of this type of numeral stamps for the indication of the dues, that were usually handwritten or applied with stamps simulating handwriting. I am not an expert of the applicable rates, so I can't help on the reason why the postage was first indicated as 2 (bajocchi) then corrected to 3.
