Hello,
I try to find some information on this special rate "tariffa Ribotta" (1931). This rate was used to send books, records ???
was a record in this letter ?

The correct caption in italian is "Tariffa Ridotta", and it was a reduced rate valid only to ship books ("libri"); in fact, it was dedicated only to publishers (in this case "Istituto Scuole Riunite per Corrispondenza").
The cover is correctly franked for 7 1/2 cent.
This rate was valid till to 1943.
On the left there is a commercial spot (it's a private print, not postal) to sell a study-method on records.

Many thanks for your help. Such rates don't exist in France.

I've another letter "Libri Parlati" send from the "union italiana ciechi - Roma", it's certainly a "cecogramme" rate for blind people. In my opinion there was a tape in this letter.

Did the sender pay the registered letter or not (100% free of postal charges ?). On the other side is a cancellation of Bologna but we can't read the date.

Do you know if the special rate "phonopost" (to send records or tapes) exist in Italy ? The service "Cassettepost" was used in Italy to send tapes ?
I looking for all kind of rates used to send such items, and i've no idea of what exist in Italy.

Yes, the "Libro parlato" means a book read and recorded on tape.
Both ordinary and registered postage fees are free of charge for the sender, as confirmed by the blue 4-lines mark.

As far as I remember we did / do not have specific tarifs for the sending tapes or disk.
